The iOS Animoji feature is amazing, but if you want to create an Animoji from a photo, you will need to download an app like Talkr Live.
Otherwise you are limited to premade animoji (like the Unicorn or the Poop), or creating a cartoon animoji with different hairstyles, head shapes, and eye colors.
Talkr Live allows you to make an Animoji out of any photo with a face. Just download the app, and select a photo with a human face.
When you move your face, the face in the photo moves with you. You can switch between multiple different faces in the same photo, or
multiple different photos in the same recording session.
You can then record videos from the app and send them to your friends. Recording low-res videos is free, and you can purchase the
ability to record high-res videos or remove the talkr logo from your videos.

Use an iPhone X or later. iOS devices with a depth camera work best.
Choose a photo with a face that is looking at the camera with the mouth closed.
